Microsoft and Qcells are expanding their alliance to explore a different answer to AI’s power problem: build new energy capacity alongside data centers, rather than simply connect new demand to the local grid. Under the proposed model, that capacity could go to Microsoft or the utility serving the surrounding community, while Microsoft would fund the power required for its operations.
The companies are still exploring the arrangement, not announcing a completed power buildout. Their proposed bring-your-own-capacity model would have Qcells develop and construct new capacity alongside Microsoft’s growing data-center footprint. The stated aim is to match new data-center demand with new energy resources, a design meant to support grid reliability as AI infrastructure expands.
From solar supply to capacity planning
This is an expansion of a relationship that began with a 2.5-gigawatt agreement for American-made solar modules and engineering, procurement and construction services in 2023. In 2024, the companies scaled that alliance to 12 GW over eight years. The new work shifts the focus from supplying solar equipment and project services toward exploring how added capacity could be coordinated with the computing sites that need it.
Batteries are the flexible piece
The partnership also reaches beyond new generation. Qcells and Microsoft are evaluating virtual power plants, which would combine thousands of residential and commercial batteries into a single resource that can provide electricity during periods of peak demand. Outside those grid events, customers would continue using their batteries normally; the companies say participants could receive lower bills and compensation for assisting grid operations.
How the proposed system would work

The power burden is part of Microsoft’s AI buildout
Microsoft has tied the collaboration to its Community-First AI Infrastructure initiative, which includes commitments that its data-center buildout will not raise local electricity prices and will provide local jobs, tax-base additions, AI training and nonprofit investment. Microsoft also said its greenhouse-gas emissions rose 25% in the prior year, driven in part by its accelerating AI infrastructure buildout. The Qcells plan is therefore both an infrastructure proposal and an attempt to address the local costs associated with that expansion; it does not yet establish whether new capacity will arrive when and where the data centers need it.
