The Responsible Data Centre Development Principles, launched on September third, focus on ratepayer protection, water and environmental effects, transparency, and lasting local benefits. They also frame data centres as critical infrastructure for health care, finance, research, government systems, cloud computing and AI, with more domestic capacity intended to give Canada greater resilience and choice. But this is a federal reference point, not a national approval process. Provincial, municipal and Indigenous authorities still control the decisions that shape individual projects. Saskatchewan’s August twenty-seventh framework, for example, evaluates Canadian ownership, data and AI sovereignty, jobs and partnerships, and requires new proponents to supply their own power. New Brunswick is consulting on rules that would make projects pay for the electricity, water, land and local infrastructure costs they create, without raising residential rates. The key constraint now is regional: the federal principles set common expectations, but provinces and host communities will determine what each facility must actually deliver.

Canada has launched a national set of principles for data-centre development, and Google has signed on with a pledge to pay for 100% of the electricity used by its data centres and infrastructure costs directly driven by their growth. The new framework places ratepayer protection, resource use and local benefits at the center of the country’s AI-infrastructure buildout.

The federal government launched the Responsible Data Centre Development Principles on September 3. Ottawa describes data centres as critical infrastructure for health care, finance, research, government systems, cloud computing and AI, and says more domestic compute, cloud and storage capacity can give Canada greater resilience and choice.

The principles are intended to complement provincial, territorial, municipal and Indigenous regulatory processes. Development decisions themselves remain shaped by regional priorities, regulatory approvals and the needs of the communities hosting a proposed facility.

Google is among the signatories, alongside Amazon Web Services, Anthropic, Cohere, Meta, Microsoft and OpenAI. Beyond its power and growth-driven infrastructure-cost pledge, Google says it will help bring new energy online, contribute to grid resilience, create local long-term jobs, and invest in efficiency and reliability.

Saskatchewan released its own data-centre framework on August 27. Its assessment principles include Canadian ownership, Canadian data and AI sovereignty, jobs and partnerships, industry experience, self-supplied power and a centralized provincial intake process. The province says new proponents will be required to supply their own power.

New Brunswick is seeking public input on a proposed framework that would require new data-centre projects to pay the costs they create without increasing electricity rates for residents. Its proposal also addresses water, land, local infrastructure and environmental effects, and would require engagement with local governments, First Nations and communities throughout development.

The federal principles now give communities and developers a shared reference point. Saskatchewan’s self-supplied-power requirement and New Brunswick’s proposed cost rules show how provinces can translate that baseline into conditions for individual developments.
